Expressing grave concern over the death of writer Mushtaq Ahmed, National Human Rights Commission today said the state or any of its subordinate bodies cannot avoid responsibilities for death in custody. "It is a gross violation of human rights," it said in a press statement. Mushtaq Ahmed, who was arrested under the Digital Security Act, died in Kashimpur High-Security Jail-3
